Before his legal and doctoral studies at Yale Law School and the University of Oxford, he worked for the Pima County Administrator’s Office, the U.S. Department of Health and Human Services, the Center for Law and Social Policy, the Maine Volunteer Lawyers Project, and a member of the U.S. Congress. Raised in South Tucson, Arizona, Bill holds a B.A. Phi Beta Kappa in Latin American Studies and Sociology with Honors from Bowdoin College, where he became a Truman Scholar, John Lewis Fellow, and the Hispanic Scholarship Fund’s Hispanic Scholar of the Year.
